Even a garden shed bought from Leroy Merlín made of wood plastic etc should have permission.
So yes you would need permission for a conservatory If on Urbano land
If rustic that’s a whole other story of Not allowed xxxx
In answer to the 2nd part of the question... Urbanismo told me recently that no building is allowed on any "non urbanised" areas of Chiclana.
I was told these included anything that was attached to the house that was not in the original plans and could accommodate light water etc . xxxx
