Hi I'm in Chiclana for a few months and have been exploring the area on my bike. I'm intrigued as to why there are tram tracks throughout the town but no trams. Can anyone throw any light on the matter?

Hola
Quite simply "someone" forgot to order a transformer; they are not something simple off the shelf - there is an eighteen month lead time to get into the queue to be built. Further, they also forgot to apply for planning permission for the actual sub-station! You couldn't make it up
However the good news is that they have run the trams - ignoring the April Fools joke - but not the whole route

Thanks for your response Dave. Very surprised the EU didn't do due diligence before committing funding? Actually, come to think of it I'm not really surprised!

Hola
Thanks for that; Due Diligence would have been inspecting all the items that make up the costings - an "accountants job" - the actual carrying out would have been a "tick list" on a timescale - so this month pay up for rails if they order them for arguments sake. No one checks the checker who would not have noticed they hadn't paid out sufficient money this month - just that they hadn't overspent !!! No-one ever underspends on an EU budget
