Chiclana prepares a partial urban plan until the approval of the new PGOU
The Board and the City Council work together in the elaboration of the Urban Planning Plan (POU), which would affect urban land and could be executed in 18 months.
Chiclana may have a temporary urban plan before the final approval of the new PGOU, now called the General Plan for Municipal Planning (PGOM). Representatives of the City Council and the Junta de Andalucía held a meeting in Seville to seek alternatives in the medium term and prevent the city from continuing to be governed by the urban planning regulations of 1987, as has been the case for a year.
At the meeting, good harmony prevailed between administrations, which agreed to draw up a Plan that will affect urban land and that could be executed in a year and a half. In this way, this regulatory framework would be in force before the definitive approval of the PGOM, avoiding the urban stoppage in the city.
Since the fall of the Plan, the Consistory had demanded the approval of some transitory Substantive Regulations with which, in the words of the mayor, "90% of the previous PGOU could be launched". The Board always ruled out this possibility, claiming that it would not be necessary thanks to the new List Law. After the award to the writing company and the break due to the regional elections, both administrations seem to have found a very similar formula to provide Chiclana with temporary urban regulations before the final approval of the PGOM.
The tool would be the Urban Planning Plan (POU), a mechanism that could be executed within a period of 18 months, including the corresponding periods of public exposure. It is a planning document contemplated in the Lista Law that affects the urban land of the municipality, while the PGOM deals with the lines of growth of the city.
In this way, they will be two separate but complementary plans. It is a formula that has already been put into operation in other municipalities and that Chiclana would also use to avoid the paralysis caused by the Subsidiary Norms of 1987. Broadly speaking, it is a tool very similar to the Substantive Norms, the initial proposal of the City Council.
For now, both administrations have signed the decree on prior consultations of the POU and the PGOM, which will be posted on the municipal website in the coming days and will be on public display for a month. In addition, a meeting of spokespersons will be held to inform the political groups with municipal representation about all the news addressed at the meeting held in Seville.
The mayor of Chiclana, José María Román, highlighted "the harmony with the Junta de Andalucía when addressing this issue jointly, trusting that in this way we can accelerate the deadlines in the drafting of the different documents". At the meeting, he was accompanied by the municipal Town Planning delegate, municipal technicians and those responsible for the drafting team of the General Plan. On behalf of the Board, the general director of Territorial Planning, Urbanism and Urban Agenda of the Andalusian Government, José Andrés Moreno Gaviño, as well as staff from the General Directorate and the Territorial Delegation in Cádiz, were present to address the lines of collaboration and launch a work table, with a view to the development of the Urban Planning Plan (POU) and the General Municipal Planning Plan (PGOM).
"I would like to highlight and thank the involvement of Mr. Moreno Gaviño to work together with this City Council, which shows that the Andalusian Government shares the concern with Chiclana on the urban issue," said José María Román, who added that " It is time to coordinate when managing the drafting of these plans".
The mayor of Chiclana recalled that, "regardless of the joint work in drafting the Urban Planning Plan and the General Municipal Planning Plan, we must continue working on the current urban situation, as well as on the application of Decree 3/2019, with the objective of providing basic electricity, water and sewage services to the more than 1,300 owners who currently have these services at the foot of the plot". "Thus, we encourage these neighbours to take advantage of the AFO procedure and to enjoy these services, which they have at their doorstep, but which they have not been able to access before", he comments.
"And to those owners who do not have the pipes at the foot of the plot, but close, encourage them to work on the development of special plans, which allow them to get closer to their homes and, therefore, enjoy the services of electricity, water, sewerage and public lighting," says José María Román, who ends by adding that "the objective is that the largest number of owners can benefit.
